With reference to Mr. Thomas' confidential

despatch of the 26th of October, 1931, on the subject of

the recruitment of Chinese labourers for Samoa, I have the

honour to inform you that since the receipt of the protest

of the Canton Government no further developments have

occurred.

2. The allegations made against the recruiters will be

further investigated when recruiting of labourers for the

Islands again takes place. As at present advised I am of

opinion that the Government possesses ample powers to deal

with any abuses which may come to light in this connection.

3. Copies of the relevant correspondence have been

sent to the Government of New Zealand.
